Joes idol and guru. He gave Joe the VWatch which enables him to use his VFX powers. In Season 2 he was transformed into the quotCaptain Blue Devicequot by the Black Emperor which GEDOW uses to create monsters. The Black Emperor gave him the scar on his face.
